Wellerstein works at the American Institute of Physics in College Park, Maryland. After hours, he is a mad bomber ? but a careful, data-driven, history-minded mad bomber. His newest creation, which I found on his blog, is called NUKEMAP.

It allows you to choose a city, any city (I chose the Upper West Side of Manhattan, where I live), an atomic or hydrogen bomb of any size (whatever kiloton level you like, or you can pick from a list of historically specific bombs).

On the screen, you'll find a Google map of your chosen neighborhood with your bomb, represented by a little bomb-shaped icon, ticking at its center. You can then take your cursor, move the bomb to the exact location you want (when you move it, it casts a dangerous looking x on the "ground" below). When you reach your designated ground zero (I chose my apartment building), you are ready for the next step.

You hit "detonate."

The explosion creates a series of concentric circles, color-coded to show the zone where everything is incinerated, the space where most things get emulsified or crushed, the space where radiation is lethal, the space where people are poisoned by radiation, the space where they are badly burned ? concentric circles of destruction. The effects are chilling and fascinating. When I tried out some of the more powerful bombs, I was stunned by their destructive power. I had no idea.

Alex is a serious scholar, his specialty being the history of nuclear weapons. He earned his graduate degree at Harvard, where he was, for a year, the Edward Teller Graduate Fellow in Science and Security Studies. (Those of you who know who Edward Teller was, may cringe.)

Playing with these bombs teaches you how big they've gotten. Drop the "Little Boy" that hit Hiroshima on any neighborhood, the destruction is grim but local, a couple of miles across. Take a 100-megaton bomb from the Russian arsenal, called the "Tsar," and it will ignite fires across a 48-mile stretch, an extraordinary reach, which makes me wonder, why? No military target is that large. I suspect the designers of these bombs were seeking wholesale destruction, that their urge here was beyond shock and awe, more like genocidal.

Wellerstein's site does not include terrorist "dirty" bombs. He has developed scenarios for those weapons, but in an interview with the Toronto Sun, he calls them "a different animal," since their range is so dependent on terrain and wind patterns. He also cautions that his radiation zones should be considered only rough approximations when you drop bombs in your home town.

Since NUKEMAP came online early in February, thousands of people have blown stuff up. So far there have been more than 20,000 "detonations," but Wellerstein points out that at the height of the Cold War, 20,000 bombs equaled roughly a third of the world's total nuclear arsenal. Since 1966, the peak, the pile has gotten much smaller. There were roughly 8,000 active nuclear warheads in the world in 2010, and maybe another 22,000 in storage.

Gingrich declines to release ethics documents

(AP) ? Republican presidential hopeful Newt Gingrich on Wednesday declined to ask the Justice Department to release thousands of records from the House Ethics Committee's investigation into his conduct as speaker in the 1990s.

Gingrich spokesman R.C. Hammond likened the request from the open-government group Citizens for Responsibility and Ethics in Washington to "wild goose chases."

The organization asked the Justice Department to release documents forwarded from the House in 1997 after it investigated Gingrich's use of tax-exempt organizations for political gain.

Gingrich spent much of his time in office dogged by ethics complaints. Almost all, brought by Democrats, were dismissed.

But the Republican-led House reprimanded him in 1997 after he admitted misleading congressional investigators probing allegations that he misused tax-exempt dollars for a college class. Gingrich agreed to pay a $300,000 penalty ? unprecedented at the time ? to reimburse taxpayers for the cost of probe.

The House committee never concluded whether tax laws were violated, and the Internal Revenue Service later cleared the organization involved.

"We point CREW back to the IRS final ruling ? exonerating every politically motivated charge," Hammond said.

Even so, Gingrich's Democratic and Republican opponents alike have called the penalty a "fine" and see it as a way to damage his political fortunes.

Rival Mitt Romney's allies have cited the penalty in ads against Gingrich. "Newt has a ton of baggage," the pro-Romney Restore Our Future super PAC said in one ad that ran ahead of Gingrich's loss in Florida. "He was fined $300,000 for ethics violations."

Citizens for Responsibility and Ethics in Washington asked the Justice Department for the records last month, but the department denied the request unless Gingrich agreed to open the files.

"As a candidate for president, Mr. Gingrich's congressional record should be an open book," CREW chief Melanie Sloan said. "The records of the ethics inquiry could shed substantial light on Mr. Gingrich's conduct while in the House. Americans should have the opportunity to evaluate that information in considering Mr. Gingrich's candidacy."

The organization also asked the Internal Revenue Service for its files from the time. The IRS did not respond and Citizens for Responsibility and Ethics has filed a lawsuit in U.S. District Court.

Zynga Sued by Personalized Media Communications for Patent ...

Social games company Zynga has found itself back in court, but this time it is the one on the receiving end of a lawsuit. Personalized Media Communications has filed a lawsuit against the CityVille maker in the U.S. District Court for the Eastern District of Texas, claiming that it has infringed on four of its patents.

The company alleges that three of the company's games - Words with Friends, CityVille and Farmville - use PMC's technology. That technology is detailed in four patents that PMC owns - numbers 7,797,717, 7,908,638, 7,734,251 and 7,860,131. These patents cover "the use of control and information signals embedded in electronic media content to generate output for display that is personalized and relevant to a user." The patents also cover "controlled access of media content, personalized content based on individual attributes, management of downloading technologies, network management, control of targeted advertising, and purchase of media and other products," according to a report from Gamasutra.

"Many years of time and labor went into developing our inventions and securing the patents that permit their practice," said Personalized Media Communications founder John C. Harvey. "It wouldn?t be right to sit by and allow them to be infringed."

It seems odd that this company would target Zynga, given that the patents are pretty vague and could be used against a number of technology companies and software developers. Perhaps this lawsuit is a test run to see?if the company can extract some cash from the billion dollar social games maker.

Getting to know you: Obama, Xi start relationship (AP)

WASHINGTON ? The man destined to be China's next leader won an extraordinary welcome across Washington on Tuesday, a finely scripted opening to one of the world's most important relationships. Trading kind words of cooperation, President Barack Obama and Xi Jinping also spoke directly about human rights and worsening foreign crises.

Everything about the day reflected just how much China and the United States need each other, no matter what their differences, given their economic and military might and global influence. Xi got a lengthy Oval Office audience with Obama, an elaborate reception at the State Department, full military honors at the Pentagon, a gathering with chief business executives and an invitation for dinner at Vice President Joe Biden's house.

At the center of it was a president seeking four more years and the man expected to lead China for the next decade. Xi, whose full name is pronounced shee jeen-ping, currently is China's vice president and is expected succeed Hu Jintao as president in 2013.

"I'm sure the American people welcome you," Obama said.

The president and vice president, though, both sent stern messages to China about showing more responsibility economically, a sign of simmering frustration over currency and trade policies. Obama said China must play by "the same rules of the road" as the world, and Biden warned Xi that cooperation "can only be mutually beneficial if the game is fair."

All the symbolism and protocol were intended to pay dividends in the coming decade and to reciprocate for Biden's warm stay in China last year.

There were no obvious breakthroughs ? Xi is not empowered yet anyway ? but the stature he is set to assume was enough to draw rare attention.

Never before, for example, has the Pentagon heralded a visiting vice president the way Xi was. Defense Secretary Leon Panetta greeted Xi on the steps of the Pentagon's River Entrance, facing the Potomac, as U.S. troops held an honor cordon for Xi. He got a 19-gun salute.

The relationship between the nations is complex. It is strengthened by their joint need for international stability and economic growth, yet tested by currency disputes, China's limits on basic human freedoms, trade imbalances and growing military tensions.

Obama and Xi said they would maintain a relationship based on the traditional diplomatic speak of mutual interests and respect. They kept their focus on a diverse and cooperative agenda, although Obama did push China on human rights and the importance to recognize the "rights of all people."

In a separate setting, Xi later defended his country's rights records over the past 30 years but added: "Of course there's always room for improvement on human rights." His comments at the State Department luncheon were similar to those made by Hu during a state visit to Washington a year ago.

Leaders of foreign policy, academics and the business worlds were invited to see Xi and hear him speak; a string quartet greeted them upon arrival.

For Xi, the itinerary was carefully negotiated to convey high-level significance and minimize the chance of making news or, worse, any gaffe.

Neither he nor Obama took questions.

Outside the gates of the White House, a few hundred protesters marched, waving Tibetan flags and calling for a free Tibet. Underscoring the sensitivity of the rights issues among China's critics, they held signs proclaiming, "Xi Jinping: Tibet will be free." They shouted "Stop lying to the world."

Inside the Oval Office, Obama assured Xi: "It is absolutely vital that we have a strong relationship with China." The visiting leader smiled and looked at ease in his first formal meeting with the U.S. president.

Xi said that his meetings in Washington, to be followed by stops in the Iowa heartland and then California, were aimed not just at better political ties but a deeper friendship with the American people. By the end, he may even take in a Los Angeles Lakers basketball game, said a smiling Obama, a hoops fan himself.

Xi is known for being adept at forming personal connections, particularly in comparison with Hu, who has often appeared stiff and staid around Obama. In comments at the State Department, Xi cited a couple of old proverbs and even a Chinese pop song to make his point about the ever-changing US-China relationship.

This week is essentially one big get-to-know-you tour, from the halls of power to the farmland of Iowa, which he visited as a lower-ranking government official in 1985. He will have access to many power brokers while in Washington, including Cabinet secretaries, leading lawmakers and, most of all, Biden, his host.

"We are not always going to see eye to eye," Biden said as the day began with talks in the Roosevelt Room. "We are not always going to see things exactly the same, but we have very important economic and political concerns that warrant that we work together."

The timing comes as the United States remains in dispute with China on multiple fronts.

Even as Xi was soaking in his welcome, the top U.S. military officer was pressed at a Senate hearing about alleged Chinese computer hacking. Joints Chief of Staff Chairman Martin Dempsey said someone in China was responsible but he declined to blame the Chinese army for targeted electronic break-ins of U.S. government and corporate computer networks.

The United States accuses China of tolerating electronic theft and industrial espionage, but U.S. officials are reluctant to tie those crimes directly the Chinese government.

The U.S. is also deeply at odds with China and Russia for their vetoes of a tough U.N. Security Council resolution this month that called on Syrian President Bashar Assad to step aside. Washington accuses Beijing of protecting rogue regimes such as Syria, where the bloodshed rages daily.

More broadly, China and the U.S. are also increasingly rivals in the Asia-Pacific region, with Washington's traditional alliances competing with China's economic and cultural influence. China sees the U.S. as encouraging skepticism and dissent among neighbors in the region while trying to undermine communist rule by encouraging civil liberties and human rights causes.

On Iran, China shares U.S. alarm about a possible Iranian nuclear bomb but has blocked consideration of the toughest international sanctions, including an international embargo on Iranian oil. China is Iran's largest customer for oil.

White House spokesman Jay Carney assured that Obama privately brings up "all of these issues" of concerns with Xi and other Chinese leaders.
